Rick Bishop was listed in the 1993 California WISE Directory

Richard Allen Bishop was an investor with Reed Slatkin, and was also involved in the Currier Trust stock swap deal that has been discussed elsewhere, as was current WWC corporate secretary Elizabeth Currier. He is an OT-level Scientologist and Patron with Honours of the International Association of Scientologists, and his wife, Terri, is also a Patron. She is a member of the Cornerstone Club, although the membership seems to have been originally listed in Rick’s name alone.

He also appears to run this California company, according to WISE directories for 1999 and 2001:

Laurie Quintero was a Patron of the IAS, but no longer appears on the list. LD Services ran into some trouble when it was caught running a long-distance scam in Georgia:

Nat Suthar's telephone troubles began when he opened his March bill.

There, among the various local charges, taxes and other line items, was a $5.95 fee for a long-distance service he had never used from a company he never signed up with.

The company, L.D. Services Inc., had contacted him via telemarketers just weeks earlier advertising a special long-distance plan to Pakistan, Bangladesh and Mr. Suthar's native country, India.

Satisfied with his current carrier, Mr. Suthar told them he didn't want to be bothered.

"I told them to stop calling -- if they wanted to contact me they could do it by mail,'' the retired engineer and Martinez resident said.

Days later he received the company's business reply letter printed in Hindi (the official language of India). It said Mr. Suthar would be signed up for service automatically unless he returned the letter in 14 days.

Although he mailed the letter immediately, the company began charging a monthly $5.95 "service charge'' on his BellSouth bill.

A spokeswoman with the Norwalk, Calif.-based company said she could not discuss specific customers, adding that anyone unsatisfied with the company may call its toll-free customer service line.

"All inquiries we research and respond to accordingly,'' said Laura Quintero, the company's director of corporate affairs.

Laura is also involved with CEO Telecommunications, which would appear to be the same company as LD Services with a different name. Here is the company’s authorization as an official reseller in Georgia:

AHA!

CEO Telecommunications = Star Telecommunications, as seen in the famous SEC filing with the Currier Family Trust.

Here is a certification of the merger, from Missouri.

CEO was denied the right to repetition for some sort of authorization in Michigan, according to these minutes of the Michigan Public Service Commission.

Michigan also fined the company $39,400 for its unauthorized switching practices.

LANSING, September 28. The Michigan Public Service Commission today levied a fine of $39,400 against CEO Telecommunications, Inc.(formerly known as) LD Services, Inc., for violations of the Michigan Telecommunications Act and the MPSC's anti-slamming procedures, and awarded a complainant $10,000 restitution against the company for these violations. The Commission found that CEO had switched the long distance service of the complainant without his authorization. The Commission concluded that these failures fell well beyond the range of "bona fide errors". The Commission directed CEO to pay the fine, and the restitution to the customer, within 30 days. The Commission also ordered CEO to cease and desist from any further violations of the MTA and the MPSC's anti-slamming procedures.

Here is a filing related to yet another merger between CEO/Star and a telecommunications company; this time, the target was World Access of Georgia:

In this Order, we grant the joint applications of World Access Inc. (World Access) and STAR Telecommunications, Inc. (STAR and together "Applicants") seeking authority to transfer to World Access control of international Section 214 authorizations, as well as interests in certain submarine cable landing licenses held by STAR, in connection with the proposed merger of World Access and STAR.

Here’s a fawning puff piece about Star Telecommunications that nevertheless includes some interesting tidbits.
